WSP / ATR Submissions deadline: 30 April 2018

The time for Skills development Reports submissions is here once again! It is imperative that these reports are submitted to the applicable (Sector Education and Training Authority) before 30 April 2018.

The Skills Development Reports (WSP, ATR,) are mandatory reports required if a sector stakeholder seeks to score points on the B-BBEE Certificate for Skills. The Skills development element is now a priority element on the B-BBEE Scorecard, which means a measured entity must score at least 40% on this element. Should the measured entity fail to meet this sub-minimum, it will drop one level. For example, from a level 8 your business can be discounted to Non-compliant which has serious implications on your growth as an enterprise.

In terms of the Skills Development Levies Act, all organizations in South Africa with a payroll exceeding R500,000 per annum must pay a 1% Skills Development Tax on their payroll. In terms of the act, you may claim back up to 20% of this Skills Development Tax if:

  • You have paid the SDL tax; and
  • You provide approved training to employees in the organization either internally or externally.

How to claim back your skills development levy?

To support your claim that you indeed delivered on the above, you need to submit an annual training report and workplace skills plan (ATR & WSP) to the SETA.

 What is the Workplace Skills Plan (WSP) and Annual Training Report (ATR)?

A WSP is a plan of the training you intend to complete in the following year, for example from 1 April 2018 to 31 March 2019.

An ATR is a report on actual training completed during the previous year, that is from 01 April 2017 to 31 March 2018. Proof of the training completed, in the form of copies of invoices, certificates and attendance registers, must accompany the ATR.
