mPowerRatings Training on new Amended B-BBEE Codes of Good Practice

As you may be aware, the Amended BEE Codes of Good Practice were gazetted on Friday 11th October 2013. These Revised Codes, which came into effect immediately, grant entities a 12-month period during which to use the old Codes, after which the Amended Codes have to be used. The Amended Codes are in many respects substantially more challenging than the old Codes, an indication of Government’s resolve and determination to make the process of transformation more effective.

In terms of your own BEE endeavours, and given that 12 months will pass quickly, we suggest that you familiarise yourself with the new requirements. We have summarised briefly below some of the important aspects of the Revised Codes – remember that changes may yet be made before the Codes are finalised.

Construction Regulations 2014

The Construction Regulations 2014 were officially promulgated yesterday along with the certification that SACPCMP is the appointed registration body for Construction Health and Safety Practitioners.

The MBA North will be running a series of workshops for contractors highlighting what these regulations mean to the contractor. The Department of Labour (DoL) have offered their assistance so where practical the workshops will be run in collaboration with representatives from the DoL.

Where the previous regulations failed in adequately identifying responsibilities from client through to contractor the Construction Regulations 2014 endeavours to redress the situation which saw a continued frustrations with generic health and safety specifications often issued after project start dates. The workshops will cover changes to the regulations (2003 vs. 2014) with particular focus on;

  • Application for Construction permits – Clients responsibility
  • Clients duties and responsibilities
  • Designers duties and responsibilities
  • Principal contractor and contractors duties and responsibilities
  • Managers duties and responsibilities
  • Registration of CHS practitioners
  • Operational Regulations 2003 vs. 2014

KEY FINDINGS FOR FEBRUARY 2014 - MONTHLY CHANGES IN THE CPAP INDICES

The five indices reflecting monthly percentage changes mainly due to factors other than the headline CPI are:

Work group 125: METAL ROOFING (ALUMINIUM)
The monthly percentage increase of 8,8% reflected by this index was mainly due to a 9,8% monthly increase in the PPI for Profiled aluminium roofing – distributor level, which accounts for approximately 90,0% of the work group 125 index.

Work group 129: CEILINGS
The monthly percentage increase of 5,1% reflected by this index was mainly due to a 7,4% monthly increase in the PPI for Gypsum board, which accounts for approximately 25,0%, and a 7,3% monthly increase in the PPI for Drop in ceiling tiles – Gypsum, which accounts for approximately 20,0% of the work group 129 index.

Work group 162: ELECTRICAL RECTICULATION
The monthly percentage increase of 4,3% reflected by this index was mainly due to a 5,7% monthly increase in Seifsa for Metal prices – Copper 7,9mm Rod, which accounts for approximately 45,0% of the work group 162 index.

Work group 122: NON METAL ROOFING
The monthly percentage increase of 3,7% reflected by this index was mainly due to a 7,7% monthly increase in the PPI for concrete roof tiles, which accounts for approximately 40,0% of the work group 122 index.

Work group 154: ELECTRICAL INSTALLATIONS
The monthly percentage increase of 3,6% reflected by this index was mainly due to a 7,1% monthly increase in the PPI for Aggregate crushed stone, which accounts for approximately 34,0% of the work group 154 index
